Dr. Garrison Duncan is a trailblazer in higher education and workforce alignment, currently serving as the Executive Vice President & Chief Growth and Systems Transformation Office at the Competency-Based Education Network (C-BEN). In her role, she spearheads initiatives to strengthen collaboration between education and workforce partners, with a focus on competency and skill taxonomies, assessment and validation, quality assurance processes and policies, and enabling technologies that build robust talent ecosystems. In 2024, Amber played a pivotal role in launching the Center for Skills by C-BEN, dedicated to advancing cross sector knowledge and practices on skills-based assessment. Prior to joining C-BEN, Amber spent eight years as a grant maker at Lumina Foundation, where she shaped impactful initiatives to enhance higher education success. Her earlier career includes serving as Director of Student Affairs Assessment and Research at the University of Oregon and holding various student affairs positions at Florida State University, the University of Michigan, Hope College, and Texas A&M University. These roles reflect her unwavering commitment to bridging education and employment, fostering innovative approaches to meet the evolving needs of learners and employers alike.
