President Gregory W. Fowler, PhD, is a visionary leader in global higher education, dedicated to expanding access for adult learners and underserved populations. Since becoming UMGC’s president in 2021, he has led a comprehensive transformation, enhancing recruitment, support services, course design, partnerships, and institutional effectiveness. By leveraging AI and data science, he fosters agility and innovation to meet the evolving needs of learners and the workforce. Under his leadership, UMGC rebounded from the pandemic, achieving national and overseas expansion, double-digit enrollment growth, and improved student success, solidifying its role as a top-tier provider of nontraditional education. Previously, as a NECHE board member and commissioner, Fowler co-chaired efforts to shape the future of post-pandemic remote learning. A two-time Fulbright Senior Scholar, he explored the Bologna Accords' impact and collaborated with EU policymakers on education's role in the region. He serves on the Presidents Forum governing board, the Consortium of Universities of the Washington Metropolitan Area, the Foreign Service Institute’s Board of Visitors, and the National Cryptologic Foundation’s Board of Directors. Before UMGC, he was President of SNHU Global Campus and held senior roles at Western Governors University. A Morehouse College graduate, he was a Charles A. Dana Scholar at Duke, earned master’s degrees from George Mason and WGU, and holds a PhD from SUNY Buffalo.
