Who Develops Talent? Designing Post-School Models for Learning and Work

The fusion of higher education and business is accelerating but most university–industry partnerships remain transactional and episodic. As demographic pressure, fiscal constraint, and workforce transformation intensify, universities can no longer operate effectively as upstream providers of talent. Reframing our aspirations as a Learning Society re-orients universities, new learning providers, non-profit organizations and employers around talent development across the lifespan and distributes the responsibility for talent development among everyone who benefits.
