America's education system is at a breaking point. Historic learning loss has left millions of students struggling to read, with the most vulnerable—our lowest-performing students and those in special education—bearing the brunt. Even before the pandemic, NAEP scores showed 4th graders nationwide were falling behind in reading. Now, the situation has worsened, widening the achievement gap to unprecedented levels.
Students with disabilities and those in the bottom quartile face even greater challenges. Many missed out on critical in-person instruction and specialized services, leaving them at a severe disadvantage. Without urgent action, these students risk long-term academic and economic hardship.
Yet, some districts are proving recovery is possible. Schools in Miami, Atlanta, and other communities are making extraordinary gains through targeted interventions, dedicated classrooms, extended learning time, and strategic use of edtech.
