David Sheppard

David Sheppard is the Chief Legal and Business Officer, General Counsel, and Head of Government Relations at the Thurgood Marshall College Fund (TMCF), where he directs legal affairs, business operations, and federal advocacy efforts to support HBCUs and Predominantly Black Institutions (PBIs). With more than 20 years of legal experience, he specializes in higher education law, business transactions, employment law, and government relations. Prior to joining TMCF, David served as Vice President, Legal and Government Affairs & General Counsel at Delaware State University, where he led legal strategy and legislative advocacy. He played a key role in the passage of the FUTURE Act, securing $850 million in funding for HBCUs, and the HBCU PARTNERS Act, ensuring greater federal engagement with HBCUs.
