Haley Glover is the director of UpSkill America at the Aspen Institute.Before January 2022, Glover served as strategy director for Lumina Foundation, leading multiple portfolios over more than a decade. As strategy director for state action and racial equity, she led Lumina’s efforts to mobilize states to support student success and reduce racial disparities in credential attainment. Haley also led Lumina’s employer mobilization efforts, focused on building the business case for employer investment in postsecondary credentials, and launched Talent Hubs, now an independent organization working to build community collaboration for talent development. Haley also led postsecondary institution reform efforts and a portfolio focused on higher education in prison. Glover has also served as a senior program manager at Amazon, supporting associates to earn a college degree through Amazon’s Career Choice program, and as Associate Commissioner for Policy and Practice Studies at the Indiana Commission for Higher Education, and Associate Director for Fiscal and Administrative Policy at the Massachusetts Department of Higher Education.She holds a BA in secondary education, English, and US history from Franklin College. She earned an MA in liberal arts from St. John’s College Graduate Institute in Santa Fe, NM, and an MPA from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
