
Dr. James P. Frazee serves as Vice President for Information Technology and Chief Information Officer at San Diego State University (SDSU), the flagship institution of the 23-campus California State University (CSU) system—the largest system of higher education in the United States. Founded in 1897, SDSU reached a historic milestone in 2025 by becoming the CSU’s only Carnegie-classified R1 (Research 1) university, reflecting its growing national prominence in research and innovation. As SDSU’s senior technology strategist, Dr. Frazee leads the development and implementation of campus-wide Information Technology (IT) solutions. He provides strategic oversight for all IT units, manages the university’s IT budget, and partners with senior leadership to align technology initiatives with SDSU’s academic and research goals. With over 25 years of service at SDSU, Dr. Frazee has championed transformative educational technology, cybersecurity, and generative AI initiatives. His leadership has driven the creation of the Academic Applications of AI micro-credential, the Equitable AI Alliance, and the San Diego Cyber Clinic, established through a $1 million grant from Google.org to provide hands-on cybersecurity training across the region. Dr. Frazee is widely recognized for his collaborative approach and commitment to advancing equitable, innovative, and mission-driven technology strategies that enhance learning, research, and institutional excellence.
