Digital Promise

As Director of Edtech Evaluation and Contracting, Sierra Noakes leads research and partnership projects with district and school leaders to identify, codify, and share best practices around intentional and high quality procurement practices for edtech. Sierra aims to support education systems with developing consistent and sustainable procurement policies and practices that center learners and research throughout decision making points. During her tenure at Digital Promise, Sierra has founded and launched the Product Certifications program at Digital Promise, which convenes education leaders, learners, practitioners, subject matter experts, and providers to formalize edtech standards for procurement, as well as focused on building school system capacity to conduct rapid cycle pilot studies to inform procurement and contract decisions. Prior to Digital Promise, Sierra was a teacher in Brooklyn, New York. Sierra earned her Master’s in Education Policy from Harvard Graduate School of Education and her B.A. in Government from Claremont McKenna College.
